		<description>True, JSW&#039;s samurai swords aren&#039;t exactly made in the big steel foundry, they&#039;re handcrafted in a separate hut by traditional artisans.  

We&#039;ve seen teasers about pebble bed reactors for a while, mostly as touts for Huaneng Power in China, but it&#039;s also true that utilities and nuclear plant operators are extremely risk averse -- there&#039;s a reason why they keep building the same few plant designs over and over.  I&#039;d love to see newer designs like pebble beds if they&#039;re safer and productive, but it wouldn&#039;t surprise me if it&#039;s an extremely slow transition.</description>
