Further investigation supports the notion that it's simply investment grade bonds (and fuzzy math) with a good dose of scam for good measure:

(apologies to those who are offended by posting of links; sympathy for those who actually paid for that crap).

The "TD Circ 570" ad wasn't from Stansberry & Associates, just to be fair/clear -- it's from the Investors Daily Edge folks for their Bond Trader newsletter. Stansberry's bond newsletter is called True Income, FYI, we've written about that one plenty of times, too.

TD Circ 570. What a joke. Anything put out by Porter Stansberry should be ignored. In fact, some years ago Stansberry was charged by the SEC of selling false information. Why do they allow this guy to participate in the investment business? No wonder so many people think the stock market is rigged.

Certainly possible, but I think they just borrowed the term. There aren't that many insured bonds trading at anywhere near 50 cents on the dollar, and the actual bond insurers are risky and often not investment grade.

It could be related specifically to surety bonds in another way, but my reading of the ad is that it's just short-term (within 18 months or so to maturity) investment grade corporate bonds that, in at least some cases, are trading as if they're not investment grade. At one point in the ad they specify that they're looking at A- and above ratings.

And you're right, I could easily be off on the specific bonds, the details were certainly not a perfect match.

While I agree that the strategy is an obvious scam, I don't think you found the actual underlying facts. The bonds that you found really don't match the specifics very well. Unfortunately, I don't have any particular knowledge either.

Treasury Department Circular 570 deals with companies authorized to issue federal surety bonds. My best guess is that the strategy involves surety bonds, either the companies providing them or the companies receiving them.

Hopefully it will be possible to solve this without spending $995.
