Implications of China resuming reactor program?

With China[1] poised to resume their nuclear reactor build out, what are the implications for uranium[2] miners in general and Cameco (CCJ in NY or CCO in TO) in particular? Does anyone have any thoughts on an appropriate time frame for investment?
