A idea who is doing this at 0.58$ gallon, The Oxford Club[1] says it is already being done somewhere in the south east?

They are referring to Sasol which uses Fischer Tropse technology (invented in 1920’s and extensively used by Germany in WW2) to convert natural gas (or coal) to transportation fuels. Very proven technology Shell and Chevron have plants in operation.
The problem is capital costs (high), carbon conversion efficiency (low) and GHG production (high). I doubt they’ll be a major force in the energy industry – more likely niche is in petrochemicals.
Sasol honed their skills during the crude embargo of the apartheid years when they ran the country on FT made fuels but its really a niche technology that Oxford Club is touting.

Siluria is producing gasoline from natural gas at a pilot plant run by Braskem with equipment from Linde.
    Long Linde.
