What are the 26(f) Programs being touted by the folks at Money Map Press?

Ran across this one this morning. At first I thought it was referring to the practice of obtaining leans on properties with delinquent taxes due. But didn’t have the patience to read the endless, over-wordy teaser. Anyone have some insight as to what they’re talking about?
