How to invest in the (updated) Executive Order on the national emergency in the mining industry for rare earths?

Here’s a sample news item on the latest (issued 9/30/20) Executive Order:

Trump issues new order to spur rare earths mining[1]

I believe it’s coming at the heels of the European Union sounding its own recent alarm on the need to reduce dependence on other countries for these critical materials.
I skimmed through some articles on this site regarding rare earths but they’re either old or no longer good investments, or mentioned in conjunction with electric vehicles only. Ticker symbols are China[2] or other foreign companies which, of course, contradict what the EU & US have in mind.
A Gumshoer, however, mentioned MP MATERIALS but there was no follow-up discussion on it. My initial research reveals that MP Materials claims it is North America’s only rare earth’s producer and has already been contracted by the Dept of Defense[3] to produce these critical materials needed by the military.
The caveat? MP Materials (The Mountain Pass Rare Earth Mining and Processing Facility) is currently a private equity firm partnering with SPAC Fortress Value Acquisition Corp (symbol FVAC) prior to an IPO[4]. There’s been a lot of discussion in Gumshoeland recently regarding SPACs[5], largely leaning towards the negative. Adding to this discomfort is that Fortress is controlled by the Japanese company Softbank Group which hasn’t been doing too well lately.

Do you know of other US-based, publicly-traded companies involved in the rare earths niche, whether indirectly or as a pure play?
