Dow top at 18191.10 for three hours ?

Was watching this morning very closely…anyone notice the flat-top Dow pattern from about 9:45 to 12:15? Never saw anything like it, on a five minute chart there would be fallbacks that would top out precisely at 18191.10, lasted about three hours…anyone got an idea how or why this could happen ??
